Jenoptik supports inter-municipal cooperation on traffic safety in Germany

Two new semi-stationary speed measurement systems have been in use in Monheim am Rhein and Langenfeld since the beginning of September 2025.

The cities of Langenfeld and Monheim am Rhein in North Rhine-Westphalia, Germany are joining forces to monitor traffic flow and are now using two semi-stationary speed measurement systems from Jenoptik. Any violations detected will be punished by the Langenfeld municipal fines office. This intermunicipal cooperation will enable the two cities to increase road safety in their areas.

Carsten Hannawald, Sales Manager Germany at Jenoptik, explains: “We are delighted that Monheim am Rhein and Langenfeld are cooperating to make their roads safer and thus protect citizens in road traffic with two of our semi-stationary speed monitoring systems. Statistics show that most fatal accidents in Germany occur on rural roads and within towns. One of the main reasons for this is inappropriate speed.”

“The speed monitoring systems serve road safety and are therefore only used at critical locations to protect children, the elderly, and vulnerable road users,” adds Christian Benzrath, head of the relevant department at the city of Langenfeld.

In North Rhine-Westphalia, only cities with a total population of over 60,000 are allowed to monitor traffic independently. A new ministerial interpretation of the law gives municipalities the opportunity to join forces in order to reach the required population threshold for monitoring traffic. “By cooperating with Langenfeld, we can take over the speed checks ourselves,” explains Monheim’s mayor, Daniel Zimmermann.

The two semi-stationary enforcement trailers can be set up at different locations and remain there autonomously for several days. Each device is equipped with two measuring systems that detect speeding violations in both directions of travel. The systems also feature tamper protection, including an alarm system. The incident data from the systems is transmitted digitally directly to the fines office in Langenfeld. The two cities used different methods to procure the systems – Langenfeld decided to rent the system, while Monheim am Rhein purchased it.
